Main Purpose of JOB

Develop the engineering basis of design and scope into a full suite of CAD construction drawings, documents and validate and verify the engineering design against the set standards, within a specialist technical discipline (Substation/OHL/Cable/Protection) for assigned project(s) up to 132kV. Ensure end to end CAD standards are met including the return of quality as built records. Support the business to meet the needs of the current RIIO price control and customer requirements. A CAD Project Engineer (Contingent) will prioritise, manage and deliver their portfolio of work in the specialist discipline to the required compliance, quality and programme, ensuring all data and specialist input is complete and validated, and that deliverables are complete and checked.

Key Accountabilities

  1. Safety, Health and Environment

Promote pre-construction 'safety in design' (SID) within their assigned projects through the implementation of CDM procedures and practices, fulfilling the role of Designer and also supporting the delivery of the Principal Designer role. Other responsibilities include supporting the review of HAZID, HAZOP, HAZCON and ensuring the engineering issues are compliant with relevant legislation falling under the Health and Safety at Work Act and relevant HSE guidance documents or Approved Codes of Practice, and specifically The Electricity Safety, Quality and Continuity Regulations.

  1. Project Engineering

Responsible for delivery of all Engineering drawings and models on their assigned projects of a typical capital / connections value of up to £40M. Individual's project portfolio may be £10M to £50M. Work closely with Design Engineers, Engineering Managers, Lead Project Managers and Project Managers to ensure that Engineering, Safety and Quality risks are identified and understood, and that appropriate measures are put in place to ensure these are designed out pro-actively where practicable, and to minimise risk to project/asset quality, cost and programme.

  1. Engineering Resources

Provide support if required in their specialist discipline for entry level CAD Engineers, and for 3rd party consultants, either embedded or providing defined services. Will need to coordinate the resourcing of their own CAD work subject to the scale and priority of the project portfolio. May be required to coordinate resource of 3rd Party CAD Resource and Document controllers to meet project demands.

  1. Budget Management

Proposing and promoting value engineering opportunities, reviewing contractor's proposals. Setting level of detail within drawings and models and driving value assessments between options.

  1. Technical

Provide technical input in specialist discipline, as well as interfacing with other technical and project functions to ensure a coordinated approach to project and portfolio delivery and resolution of key risks.

Support the preparation of Engineering Works Information and ensure engineering issues are effectively managed to the satisfaction of the Design Engineer, Project Team, Technical Authority and Design Authority. Ensure that project Technical requirements are clearly and robustly communicated to project teams, and that project teams understand the requirement to refer Technical issues to engineering.

  1. Quality

Responsible for the discipline engineering input into the Project Quality Plans. Ensure that CAD SQEP resources are clearly identified, and may be given responsibility for quality interventions, including specific hold points, and acceptance. Ensure that pro-active quality interventions are defined in the Design Management and Quality Plans (if required), and support with own expertise where appropriate to minimise the risk of rework and project delay. Ensuring a high standard of document control is maintained.

Knowledge, Skills and Experience

Business Knowledge

  • Good technical knowledge in core discipline/s, with good awareness of all technical functions in Distribution.
  • Good understanding of other Departments and strong relationships with Engineering Design & Consents, Customer Operations, Network Management and Distribution Planning (DSO).
  • Good appreciation of legal and regulatory obligations for Distribution.
  • Good appreciation of Distribution governance and engineering processes.
  • Good understanding of contractual relationships with 3rd party consultants and key internal and external stakeholders.

Essential Functional / Technical Skills

  • Formal qualification in appropriate discipline. Professional accreditation as a CAD 2D, 3D or Revit user.
  • Fluent in the use of Autodesk CAD products: AutoCad 2D/3D, Revit 3D, Vault and GTX Rastercad Plus.
  • Good Technical knowledge of the Distribution network up to 132kV, with technical understanding of core elements, and understanding of facilitating functions.
  • Good Technical knowledge of relevant legislation and the implications for Distribution network management for both Assets and Projects, including CDM & ESQCR.
  • Good technical knowledge of industry standards and specifications, and Distribution technical specifications, and how to determine applicability of relevant standards.
  • Conversant with the requirements set out in British Standard convention BS8888, and working methods in ISO9001 Quality standard.
  • Ability to communicate complex technical issues in a clear and concise manner to facilitate decision making by Design Engineers, Project Managers and senior management.
  • Good understanding of Document Control processes
