Reporting to the Project EPC, and functionally to the Head of Construction. The Project Construction Manager (PCM) is fully accountable and responsible for the execution work scopes completed under the Company's site jurisdiction during Project Construction.

Based at the Marine Base / Construction office, the Project Construction Manager (PCM) will lead the shore-based site team and oversee the successful coordination and delivery of the works for both on- & off-shore construction activities, managing all operations optimally across facilities to deliver the project programme on time and budget.

The Construction Management Role is a critical, highly specialised position requiring the individual to demonstrate the appropriate capability and clear competency to deliver both the project on and offshore construction and commissioning works. In the absence of existing procedures, it is the construction manager who will develop the overall strategy and then ensure clear delivery of this strategy throughout the project lifecycle from conceptual, to O&M handover.

The principal aim is to ensure a single point of contact is accountable within the project organisation tasked with the responsibility to deliver the project programme on time and budget whilst maintaining QHSE performance and maximising revenue generation during commissioning.

The Project Construction Manager has overall control of all construction activities taking place on an Project site.

The position reports to the EPC management and is appointed by the Head of Offshore Construction.

From the early stages of the project, the Project Construction Manager is accountable and responsible for strategic planning, management and ultimately execution of:

Project Management:

  • Accountable for the management, coordination and delivery of the on- & off- shore works in the project construction zones. Where applicable includes the offshore wind farm and the offshore export cable sites as well as the load-out harbours, landfall area and onshore substation site.
  • Responsible for setting the overall construction strategy for the project and development of the Construction Management Plan including but not limited to:
    • Organization of the project
    • Construction site establishment
    • Contract administration
    • Risk management
    • Project Procedure Manuals
    • Construction phase plan development

Main functions and activities during the pre-execution phase include:

  • Supporting the EPC Management in project delivery ensuing the execution strategy is matured acknowledging the governing departmental operating principles.
  • Development of and review of Employer's Conditions of Contract and development of associated budgets
  • Providing leadership across all offshore disciplines with the aim of:
    • guiding and managing operations
    • being accountable for the readiness of disciplines prior to BoP dispatch to infield site
    • driving down risks (Health, Safety, Environmental, Quality, Consenting - Time & Money) associated with onshore and offshore operation in execution/construction.
  • Ensuring all technical and commercial requirements related to all aspects of the onshore and offshore execution are scoped within the tender materials, leading detailed negotiations and coordinating with the relevant package team
  • Ensuring health and safety considerations are prioritised, leading wind farm operating processes and assuming overall accountability for managing technical interfaces between the relevant project packages
  • Establishing and managing environmental standards to meet the environmental impact assessment and permitting requirements and following industry best practice
  • Interfacing with the fabrication and T&I package managers, and relevant transversal functions to assess and ensure ready the overall delivery for execution.
  • Development of Construction Phase execution plan, recognising contingencies as appropriate in the supply, commissioning & maintenance schedule requirements.
  • Responsibility for engaging with the relevant technical design authorities to ensure operational considerations are appropriately reviewed in relation to offshore engineering assumptions during execution.
  • Maturation of vessel deployment strategy and completion of appropriate marine assurance to confirm operational compatibility and performance.
  • Definition of all procedures, strategies and methodologies that will govern offshore construction and site operations during the execution phase, including site management, commissioning procedures, the construction interfaces, etc.
  • Organising and conducting constructability reviews with the packages to ensure that the project can be constructed safely, efficiently and to the required quality standard.
  • Managing and reviewing design development for all aspects related to offshore operations in the lead up to construction and in support of achieving all required permits and approvals
  • Recruitment to establish technically competent and commercially optimal resource and service project structure to execute the offshore works, with focus on increasing efficiency for pipeline, maximising revenue and driving down the cost of energy.
  • Providing relevant technical and commercial input to tender documentation; assessment & evaluation of proposals; commercial, technical & contractual negotiations; and final contract award
