The Construction Oversight Director is responsible for developing project construction strategy for the different projects and early developments where we are involved, understanding the relevant regulation, legal and regional requirements.

The Construction Oversight Director is responsible both for defining the construction strategy to be implemented in projects in early stage and to follow up projects in advance stages, finding best practices between projects and capture them at corporate level. Reporting to the CTO it is expected to be the group's lead on projects being co-developed with partners, with projects being developed in house or where investment opportunities are being assessed for the packages being responsible for.

The candidate will coordinate with projects to ensure all sites meet the company's requirements and to continuously improve those projects and corporate activities to or above industry best practices.

MAIN ACCOUNTABILITIES

Accountability for analysis and definition of construction methods (access means required, ports specifications, marine coordination, weather downtimes, planning, MWS, seabed management plans etc) and performance indicators (cost, deadline, quality and safety) to be monitored on construction portfolio.

Responsibility of the Industrial Projects Oversight and Support function. This includes :

· Contributing to Project Development and validating key construction related elements of the project

· Monitoring and Control of Performance of Projects in Execution

· Providing support to Project Managers and Construction Managers of projects in Execution

· Sharing of Project Management methodology information and relevant REX

· Development of Project Management resources (in collaboration with HR)

Before project hand-over from Business Development to Construction, The Construction Oversight Director will :

  • participate to project reviews and provide recommendations to the project development team regarding constructability, contract structure, contractors
  • review the contracts for the project
  • review the budget assumptions for CAPEX, owner's cost during construction, and O&M cost incl. FTE requirements for construction management and operations.
  • Prepare job descriptions for the key personnel to be seconded by the JV to the project team during the construction phase

During project execution, the Construction Oversight Director will :

  • Monitor and Control the performance of projects in execution
  • Organize, together with the H&S function, the follow-up of H&S KPIs and assist the project team as needed.
  • Provide ad-hoc support to Project Managers and Construction Managers, as needed
  • Prepare a weekly summary of key events on projects in execution
  • Prepare and Follow-Up steering of projects via Project Company board meetings, where applicable
  • Contribute to the preparation of reporting to the Shareholders.

On a permanent basis, the Construction Oversight Director will :

  • Share within the JV relevant Project Management methodology documentation and tools, as well as REX from ongoing projects in execution.
  • Contribute to developing project management resources in line with the JV ambitions, by proposing learning tracks to identified potential future project managers.

When required provide technical support in the area of expertise to the Operation and Maintenance activities.

Lead the team reporting to the role, ensuring sufficient project team resource is applied to deliver the work, team is provided with direction and support. Ensuring that the function has the required capabilities, skills and capacity to deliver on its objectives, on time and on budget, incl. by sourcing and monitoring external contractors

Definition and estimation of headcounts and levels for project's construction in projects developments stages and creation and development of construction plannings for the different projects and opportunities in early development stages

Provide ongoing and continuous technical support including innovation, new technologies and liaise with other areas of technical department and other departments, both at corporate level and at project level, as necessary across the project lifecycle to ensure the successful completion of the project

Define best practices for the different work packages during the construction phase covering the full wind farm with a portfolio and project view

Support the definition of the contractual strategy for construction and installation, in connection with the engineering and commercial teams

Reviewing and challenging the technical inputs to CAPEX economic modelling, including construction schedules and quality requirements and contribute to the deliverables, preparation of bids/ acquisitions, the progress reports and presentations of the technical department

Provide lessons learned on the projects during construction phase and tools for standardization and industrialization

Accountability for analysis and definition of performance indicators (deadlines, over costs, quality and safety) to be monitored on construction portfolio.

In close collaboration with the procurement department, develops and ensures a solid relationship with key suppliers/contractors across the construction services supply chain.

Accountability for definition and development of corporate tools and systems to support construction across the different projects, finding best solutions and reducing overall costs

Responsible for compliance and regular follow up of budgets and programmes under its area of responsibility and advise and mitigate on potential deviations.

Contribute to the development of synergies between the different offshore wind projects in the JV

Be responsible for objectives, resources and budget across construction.

INSTITUTIONAL REPRESENTATION: Represent the organization of JV, in both public and private settings regarding issues relating to its competence and to assert the interests of JV while seeking new business opportunities

RESOURCES MANAGEMENT

PEOPLE: It is expected to have between 2 to 5 functional reports depending on the variable work load and the number of projects being managed at each time. You will be required to use your leadership skills including staff mentoring, development and empowering.



REQUIREMENTS

REQUIRED ACADEMIC SKILLS: Internationally recognized degree in electrical or mechanical Engineering in an Offshore Wind relevant discipline.

REQUIRED PROFESSIONAL EXPERIENCE:

A minimum of 10 years of engineering experience and 5 years of offshore wind experience having participated in the development and construction of several offshore wind projects. Direct experience in undertaking or managing engineering and construction department within the Offshore Wind Industry. Experience of marine operations or construction activities

REQUIRED KNOWLEDGE:

Excellent technical knowledge of offshore wind construction activities and support services, strong level of enthusiasm, proactiveness, flexibility and be capable of identifying issues and establishing suitable solutions.

Knowledge of offshore wind construction processes, techniques and marine activities is essential.

Specific knowledge of the standards associated, including knowledge of key aspects of some of the countries specific regulatory regime.

Direct experience and specific knowledge of the design, construction and commissioning of offshore wind projects is essential.

A pro-active approach to project optimization and contract management in order to identify risks and opportunities early and initiate appropriate actions.
