Quality Management Services: Foundations (FOU)
The Contractor shall designate a qualified and experienced Quality Package Manager/Advisor to the Foundations package that shall be the main point of contact for the Baltic Quality Manager (Employer).
The Contractor shall ensure that the designated Quality Package Manager/Advisor is responsible for ensuring the overall quality acitivies for the package, including the fabrication and installation of components and structures.
The Contractor shall ensure the effective implementation of project assurance for the entire foundations package in the various locations where the components/structures are to be manufactured.
The Contractor shall be responsible for the overall provision of quality management services, implementation of the Baltic Quality Management System and client requirements into the foundations package (FOU). This shall include, as a minimum:
· Implementing the quality management system
· Ensure the site inspection services provider deliver the required level of service.
· Preparing and reviewing technical specifications
· Auditing suppliers
· Coordinating quality inspections
· Inspecting products and works

  • Attending FAT's where necessary


· Reporting on project performance
· Provide practical advice and guidance to the project team to ensure consistent methodologies are being applied and understood by the relevant supplier.

The Contractor shall be responsible for ensuring that the Baltic project is complying with all quality specifications for the project for the Foundation package.
The Contractor shall be responsible for the maintenance of the Quality Management System (QMS) and for the project execution plan in relation to the package quality matters for the foundation package.
The Contractor shall ensure a point of contact is provided to deliver training to project personnel and to promote the requirements and benefits of the project Quality Management System within the foundations package.
The Contractor shall ensure the quality of deliverables, materials and products across all phases of the foundation package (ie audit (qualifying a supplier), design, manufacture, installation, commissioning and handover), including continuous assessment to the QA/QC as a part of the Quality Management System.
The Contractor shall monitor the quality site teams in the different locations where the component/structures will be manufactured and attend supplier package weekly and monthly meetings.
The Contractor shall ensure that inspections are delivered and coordinated in the different locations required for the works.
The Contractor shall provide quality control to the suppliers and contractors working within the foundation package, including reviewing technical specifications and tenders.
The Contractor shall lease with the package verification body on the foundation package and attend all related inspections and answer technical queries related to quality within the foundation package.
The Contractor shall implement, promote and measure performance to achieve quality goals on the project and create a quality culture throughout the project teams working within the foundations package, related project team and other stakeholders.
The Contractor shall ensure a consistent and controlled approach to any works throughout the foundation package, engineering, procurements, construction etc.
The Contractor shall ensure a consistent approach and quality level of performance and practice within the foundation package.
The Contractor shall deliver a package final dossier that fulfils Baltic project requirements and Operations and Maintenance project requirements and is presented in a consistent manner.
The Contractor shall ensure that fundamental project reference documents are in place, monitored, updated and communicated on a regular basis for the foundation package. For example, the Project Quality Plan.
The Contractor shall ensure that continuous improvement and innovation is implemented into the works.
The Contractor shall provide resources for the works that are experienced in working in multi-disciplinary and multi-cultural teams/environments.
The Contractor shall update, facilitate and create standard quality specifications within the foundations package to be issued to suppliers to ensure that all customer, regulatory and other requirements are being met.
The Contractor shall ensure that all internal and external parties concerned with the foundation package are inspected and audited.
The Contractor shall ensure that document control is monitored to ensure compliance and traceability. Any non-compliance with project requirements is raised to management to address with the supplier of any document control methodologies.
The Contractor shall produce quality documentation and quality reports for all foundation package related works and ensure the documentation has been verified and reviewed by suitable, competent and authorised personnel.
The Contractor shall ensure that as part of the quality services, that there is available resource to provide any training related to the quality management services within the foundations package and provide delivery/assistance with any training where possible.
The Contractor shall ensure that as part of the quality services, there is a mechanism in place to capture defective works and that the process is followed by any relevant services and resources working as part of the foundation package.

Location: It has been requested Berlin but we can see other options.
