To be in charge of the Business Unit activities related to Commissioning:
+ Manage (i.e. organize, schedule and supervise) all office based Commissioning personnel and additionally co-ordinate and supervise the activities of the on-site Commissioning personnel assigned to the project,
+ Select and recruit, in co-ordination with the Human Resources Department the relevant Commissioning site personnel,
+ Ensure that the relevant QA and HSE procedures are understood, in place and enforced by all Commissioning personnel,
+ Responsible for the Quality and Safety performance of all personnel working in the Commissioning Department,
+ Assist Construction and Commissioning Division Manager in preparing the budget pertaining to the Commissioning Department.
+ Conduct the 'End of Year' performance evaluations of the Commissioning Department Personnel,
+ Cover all administrative aspects relative to the Commissioning Department,
+ Ascertain the needs for training and development of the Commissioning personnel and to organise with the Training Department,
+ Participate in the review, development and update of the GEMS, Departmental Working Instructions and Job Descriptions pertaining to Commissioning Department.
+ Ensure that relevant support is provided during bidding phase to the Estimating Department for Commissioning related matters.
+ Provide to the PMT the required support for the timely and effective execution of the Commissioning related activities,
+ Participate in the Project Hand-over between Sales and the Project Office.
+ Assist Project Managers at defining the Commissioning Execution Philosophy and associated staffing of each project with the support of the Group Commissioning Manager.
+ Ensure that the correct level of Commissioning support is present in the office during the Engineering Phase of the project.
+ Ensure that the commissioning requirements are fully covered and clear. Participate, if required, to the elaboration of procedures, and ensure they are well understood by the Site Team.
+ Ensure proper preparation of Commissioning Data Base population and Commissioning deliverables as per Project Schedule,
+ Manage the Commissioning team supporting the above activities. Able to identify when changes in engineering are impacting the Completion scope and quantify change. And monitor progress of the Completion team.
+ Support the PMT regarding EPC schedule input, EPC schedule criticality analysis, Interfaces, in particular Yard or Offshore Subcontractors interfaces and SBM Construction and Commissioning supervision Site Teams interfaces.
+ Monitor Commissioning activities on site monitor ITR's close out progress, associated Punch List Clearance, OTPs execution and Systems Handover progress,
+ Be located or visit on a regular basis construction sites during Construction/Commissioning phase, at SBM discretion to monitor performance of the Completion Team and ensure planned Commissioning/Commissioning activities as performed as per Project milestones,
+ Provide occasional coverage in Construction Yards or on Offshore Facilities (e.g. cover for Site based personnel during leave or during critical activities).
+ Handle personally when dictated by particular technical difficulties or particular risks, the necessary aspects of the Commissioning or Commissioning activities normally handled by the Commissioning Team.


JOB REQUIREMENTS
Education: University degree in Engineering or Materials Science in Mechanical, Process, Electrical or Instrumentation disciplines.
Experience: 20 years within an EPC major, in the position of Comm. Manager, having managed process complex units and Gas units in particular, with particular emphasis on FPSO's and should have significant experience as a Project Commissioning Manager.
Specific Competencies (knowledge or know-how) which are a key factor for the position:
- Good communication, planning and organization skills
- Be reactive and able to take initiatives to find creative and quality solutions to problems,
- Able to take ownership and make timely decisions even in difficult situation and changing context,
- Availability to travel per project-specific needs (25+% of time)
- Fluent in spoken and written English is a must and other language is a plus.
