Background:
Ocean Winds is a 50/50 joint venture of EDP Renewables and ENGIE and a global leader in fixed-bottom and
floating offshore wind. Both companies share the vision in which renewables, particularly offshore wind, play
a key role in the global energy transition. With a portfolio of 14.6 GW with 14 projects in 7 geographies, Ocean
Winds' mission is to make offshore wind one of the main sources of renewable energy by delivering more
efficient and sustainable wind energy solutions. OW is a global player, bringing together the expertise and
development capacity of both companies.
Golden State Wind is a 50/50 partnership of Ocean Winds (OW) and the Canada Pension Plan Investment Board
(CPP Investments). Golden State Wind is the lease holder of Morro Bay Central (OCS-P 0564) off the coast of
California, an area of 80k acres estimated to have the capacity to generate up to 2 GW.
As the Legal Manager for the Golden State Wind offshore project, you will be responsible for overseeing all
legal aspects of the project's development, construction, and operation phases. You will collaborate closely
with internal stakeholders, external legal counsel, regulatory bodies, and other relevant parties to ensure
compliance with applicable laws, regulations, permits, and contractual obligations.

General Responsibilities:
1. Legal Compliance: Ensure that all project activities adhere to relevant local, state, and federal laws,
regulations, and permits. Stay updated on changes in legislation and proactively address any legal
risks or compliance issues.
2. Contract Management: Draft, review, and negotiate various agreements, including but not limited
to, leases, easements, supply contracts, construction contracts, and service agreements. Ensure that
contracts are legally sound and protect the interests of the project.
3. Risk Management: Identify legal risks associated with the project and develop strategies to mitigate
them. Implement risk management procedures and policies to safeguard the project's interests.
4. Regulatory Affairs: Interface with regulatory agencies and authorities to secure necessary permits,
licenses, and approvals for project development and operation. Ensure timely compliance with
regulatory requirements throughout the project lifecycle.
5. Dispute Resolution: Handle legal disputes and claims arising during the project lifecycle. Work
closely with internal teams and external counsel to resolve disputes efficiently and effectively,
minimizing adverse impacts on the project's progress.
6. Stakeholder Engagement: Collaborate with internal project teams, external partners, landowners,
community stakeholders, and governmental agencies to address legal concerns, build positive
relationships, and promote project success.
7. Legal Documentation: Maintain accurate and comprehensive legal documentation, including
contracts, permits, regulatory filings, correspondence, and other relevant records. Ensure that all
documentation is organized, accessible, and up-to-date.

Minimum Requirements:
* Juris Doctor (JD) degree from an accredited law school.
* Admission to the state bar in California
* 5 years of relevant legal experience in project development, energy, environmental law, or related fields.
* Strong understanding of renewable energy project development processes, including offshore wind.
* Proficiency in contract drafting, negotiation, and review.
* Excellent communication, negotiation, and problem-solving skills.
* Ability to work independently, prioritize tasks, and meet deadlines in a fast-paced environment.
* Experience working with cross-functional teams and managing external legal counsel.
* Knowledge of environmental regulations, land use laws, and permitting processes relevant to offshore
wind projects is a plus.
