Role overview

The PSCS HSE Manager will act as Project Supervisor Construction Stage (PSCS) for a large-scale solar farm project in Wexford, with overall responsibility for managing health, safety, and environmental (HSE) compliance during the construction phase. The role involves coordinating contractors, implementing the Construction Stage Health & Safety Plan, and ensuring all works are carried out in accordance with Irish health and safety legislation, environmental requirements, and project-specific standards. The PSCS HSE Manager will lead site inspections, risk assessments, and incident investigations, promote a strong safety culture, and serve as the primary point of contact for regulatory authorities on HSE matters.

Health & Safety Compliance

  • Ensure the project complies with Irish legislation (e.g., Safety, Health and Welfare at Work Act 2005).
  • Develop and implement site-specific safety plans, risk assessments, method statements, and work permits.

Environmental Management

  • Monitor and manage environmental aspects such as waste, noise, dust, and water runoff in accordance with EPA and local authority guidelines.
  • Oversee biodiversity protection measures and proper land reinstatement.

Training & Inductions

  • Conduct safety inductions for all site workers and visitors.
  • Arrange ongoing toolbox talks and refresher training sessions.

Incident & Emergency Management

  • Lead investigations into accidents, near misses, and environmental incidents.
  • Maintain emergency procedures and ensure readiness of first-aid and firefighting equipment.

Auditing & Reporting

  • Carry out routine site inspections and internal audits.
  • Prepare HSE reports for project management and clients, highlighting performance metrics and corrective actions.

Contractor and Stakeholder Coordination

  • Liaise with subcontractors, local authorities, and regulatory bodies.
  • Promote a positive safety culture and ensure all contractors follow HSE standards.
