Job Purpose

The HSEQ Manager is responsible for leading and continually improving the company's Health, Safety, Environmental and Quality (HSEQ) management systems across all operations. The role ensures full compliance with legislative requirements, client standards, and ISO management systems while promoting a proactive Zero Harm culture throughout the business.

Working closely with senior management, project teams, clients and subcontractors, the HSEQ Manager will support the successful delivery of major civil engineering, power transmission, grid connection and infrastructure projects while maintaining the highest standards of safety, environmental stewardship and quality.

Key Responsibilities

Health & Safety

  • Lead the development, implementation and continual improvement of the company's Health & Safety Management System.
  • Promote a positive safety culture and behavioural safety initiatives across all project sites.
  • Ensure compliance with all relevant UK and Irish health and safety legislation.
  • Conduct regular site inspections, audits and compliance reviews.
  • Investigate incidents, near misses and non-conformances, identifying root causes and implementing corrective actions.
  • Monitor HSEQ performance through KPIs and prepare monthly management reports.
  • Develop and review RAMS, safe systems of work and project-specific HSEQ documentation.
  • Provide competent HSEQ advice to project managers, supervisors and operational teams.
  • Support emergency preparedness and business continuity planning.

Environmental Management

  • Ensure compliance with environmental legislation and client environmental requirements.
  • Promote sustainable construction practices and environmental best practice.
  • Monitor waste management, pollution prevention, carbon reduction and environmental performance.
  • Support biodiversity and ecological protection measures on construction projects.
  • Lead environmental inspections and ensure corrective actions are implemented.

Quality Management

  • Maintain and continually improve the Quality Management System.
  • Ensure compliance with ISO 9001 standards and client quality requirements.
  • Monitor project quality performance and oversee inspection and test plans where required.
  • Lead internal quality audits and coordinate external certification audits.
  • Drive continuous improvement initiatives across operational teams.

Compliance & Governance

  • Maintain compliance with ISO 9001, ISO 14001 and ISO 45001 management systems.
  • Manage certification audits and surveillance visits.
  • Ensure all HSEQ documentation is maintained, controlled and regularly reviewed.
  • Monitor legislative changes and communicate updates throughout the business.
  • Support client audits and pre-qualification assessments.

Leadership & Training

  • Provide leadership, coaching and mentoring to operational teams.
  • Deliver HSEQ inductions, toolbox talks and awareness training.
  • Develop annual HSEQ training plans and competency matrices.
  • Work collaboratively with project managers to embed HSEQ requirements throughout project delivery.
  • Promote employee engagement and continuous improvement in HSEQ performance.

Skills & Experience

Essential

  • Minimum 5 years' experience in an HSEQ management role within civil engineering, utilities, infrastructure or construction.
  • Strong knowledge of UK Health & Safety legislation and environmental regulations.
  • Experience implementing and managing ISO 9001, ISO 14001 and ISO 45001 management systems.
  • Experience conducting audits, incident investigations and root cause analysis.
  • Excellent communication and stakeholder management skills.
  • Strong report writing and analytical abilities.
  • Full UK driving licence.
  • Willingness to travel to project sites across the UK and Ireland.

Desirable

  • Experience working on power transmission, substations, overhead lines or grid connection projects.
  • NEBOSH Diploma or equivalent.
  • Chartered Membership (CMIOSH) or working towards chartership.
  • Internal or Lead Auditor qualification.
  • Environmental qualification (IEMA or equivalent).
  • Temporary Works, CDM Regulations and Principal Contractor experience.
