The Challenge
Ørsted’s Hornsea Offshore Wind Farm operated within a complex regulatory, consenting and environmental framework. Throughout project delivery, the project was required to maintain compliance with its Development Consent Order (DCO), marine licensing conditions and wider environmental requirements.
Managing these requirements required close coordination between environmental, consenting, engineering and project delivery teams. Consent conditions and environmental obligations needed to remain aligned with the project programme and budget, while regulatory requirements had to be tracked throughout the delivery phase.
The project also required ongoing engagement with relevant regulatory bodies and stakeholders. Ensuring that consent conditions were understood, managed and discharged appropriately was important to maintaining compliance and avoiding potential gaps, delays or rework during delivery.
The Solution
ERSG placed an experienced Environment & Consents Manager within the project team to support Ørsted’s ongoing project delivery.
The role provided a link between environmental strategy, regulatory compliance and day-to-day project execution. This included supporting the management of the project’s DCO requirements, marine licensing conditions and associated environmental obligations.
The Environment & Consents Manager coordinated with regulatory bodies and supported ongoing stakeholder engagement, ensuring that relevant environmental and consenting requirements were understood and incorporated into project activities.
A key part of the role was maintaining visibility of consent conditions and environmental obligations against the project schedule and budget. This helped project teams coordinate environmental and engineering activities while ensuring that regulatory requirements remained integrated into delivery.
The position also supported the timely discharge of consent conditions and environmental requirements, helping to identify and manage potential compliance gaps before they could affect project delivery.

The Environment & Consents Manager supported Ørsted in maintaining compliance with the project’s DCO and marine licensing conditions throughout the relevant project phase.
Consent conditions were discharged on time, without gaps or rework, while regulatory engagement remained constructive throughout the project phase.
The role also helped maintain alignment between environmental and engineering activities, ensuring that environmental obligations and external regulatory requirements were considered alongside wider project delivery requirements.
