The Challenge

There is a particular pressure that comes in the period before a major offshore wind project moves into construction. The consenting work that has built up over years of development reaches its most complex and consequential stage, and the margin for delay narrows considerably.

 

Inch Cape was at that stage. The onshore consenting workstream needed to carry several major consent applications through to approval and begin discharging a set of conditions that were anything but straightforward. At the same time, the rest of the project was moving - engineering, procurement and planning were all pressing forward - and the consenting programme had to keep pace without becoming a bottleneck.

 

SSE needed people who understood both the regulatory detail and the project delivery context. Consenting specialists who could work within a complex multi-team environment, manage external consultants, maintain active relationships with regulatory authorities and keep everything tracking against a cost, quality and programme baseline that had no room for slippage.

 

 

The Solution

ERSG placed Environmental Consents Managers and Advisors within SSE's project team at the point when they were most needed: the transition from pre-construction consenting into construction-readiness.

 

The Consents Managers took ownership of the onshore consenting workstream, coordinating the preparation of major applications, managing the interface with consultants and maintaining the pace of condition discharge. 

 

Stakeholder and authority engagement was a continuous thread through the role. The consenting team managed relationships with regulatory bodies throughout the process, ensuring that engagement was proactive rather than reactive and that any issues were surfaced and worked through before they affected the programme.

 

Tracking was another core responsibility. The team maintained clear visibility of consenting progress against the project's programme and budget, which allowed project leadership to make informed decisions about sequencing and dependencies as the project moved forward.

 

The Consents Advisors worked alongside the Managers to support documentation, record-keeping and the operational coordination that keeps a busy consenting workstream running without gaps.

 

 

The Outcome

SSE secured all major onshore consents on time. That outcome matters most plainly in what it enabled: the project moved into construction with its environmental foundation complete, rather than carrying unresolved consenting obligations forward.

 

Condition discharge proceeded without gaps or rework, an outcome that reflected the quality of the consenting work and the coordination that kept it aligned with the wider programme. Regulatory engagement stayed constructive throughout, which is not guaranteed when a project is operating at pace and complexity.
